Since October 1, 2007, Best Workplaces for CommutersSM has been managed by the Center for Urban Transportation Research (CUTR) at the University of South Florida. Prior to October 1, 2007, the program was supported through a partnership between the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Transportation (DOT).

CUTR is taking a leadership role in the following areas:
- Providing public recognition to employers who meet the program's National Standard of Excellence.
- Working with supporters to release metro area lists of Best Workplaces for Commuters.
- Providing a Web-based tool that will enable employers to assess the overall financial, environmental, and traffic impacts of their organization's commuter benefits.
- Providing promotional and informational materials for participating organizations.
- Contributing a network of established relationships with state transportation offices and transit companies.
