DOT Announces Policy Shift Regarding New Starts Program


During the President's Lunch at the Transportation Research Board, Secretary of Transportation Ray LaHood proposed that new funding guidelines for major transit projects be based on livability issues such as economic development opportunities and environmental benefits, in addition to cost and time saved, which are currently the primary criteria.

Congressman Gerry Connolly Delivers Rousing Keynote Speech at ACT Telework Summit

On Wednesday, Sept. 2, Congressman Gerry Connolly (D-Va.) delivered a rousing speech to the 2009 Telework Summit being sponsored by the Association for Commuter Transportation. During his speech, Congressman Connolly spoke about the need for the federal government to play a leadership role in promoting telework. In an effort to encourage this, Congressman Connolly has joined Congressman Sarbanes (D-Md.) in championing the Telework Improvements Act of 2009. This legislation requires each executive agency to establish a policy under which employees may be authorized to telework to the maximum extent possible without diminishing employee performance or agency operations. Further more it provides that an agency shall not be considered to be in compliance with telework requirements unless employees authorized are permitted to telework for at least 20% of the hours worked in every 2 administrative workweeks.

ACT Policy Action Alert

On July 31, Congressman Albio Sires (D-NJ-13th), along with Congressman Russ Carnahan (DMO-3rd) and Congresswoman Grace Napolitano (D-CA-38th) introduced a bill that ACT has spent a great deal of time and effort to help create. The Commute LESS (Leveraging Employer Support and Successes) Act is the fruition of a concept explored with congressional staff during the inaugural ACT Legislative Summit in April 2008. The concept is to take the measured successes of the Washington State Commute Trip Reduction Program and to bring forward a similar program for the nation.

As Congress works toward the authorization of a new transportation policy, the Association for Commuter Transportation urges it to craft a new guiding vision that not only works to expand the current transportation system, but works to get the most out of what has already been built. Policy Action Alert: Department of Energy Releases Energy Environment & Block Grant Information


March 30, 2009



The Department of Energy has released information and allocation levels for the Energy Efficiency and Conservation Block Grant Program (EECBG). The EECBG was funded at $3.2 billion in the President's American Recovery and Reinvestment Act of 2009 and provides grants to states, local governments, and Native American tribes for the purposes of reducing total energy use and fossil fuel emissions, and improving energy efficiency nationwide.

Transportation Policy Blog

  • The economic stimulus package being discussed in Washington has a large component focused on infrastructure investment, and with the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) set to expire in September 2009, The National Journal launched a transportation policy blog in December 2008.
