Professional Bio
Larry has worked in the transportation demand management field for over 35 years. He created the nation’s first transit benefit tax program, TransitChek, the model for all succeeding programs, played key roles in the development and evolution of the federal commuter tax benefit, and was the founder of the nation’s largest TDM organization, TransitCenter, for the NY-NJ-CT region. Among his many accomplishments, Larry helped create both NJ Transit, New Jersey’s statewide transit agency, and the NY MTA Metro-North Railroad, led several TDM organizations and has worked for various transportation and local governments developing policies and programs that help reduce traffic congestion and improve air quality. Larry is currently President of LF Consulting, an independent TDM practice specializing in commuter tax benefits, strategic planning and program development. He is a member of ACT’s Public Policy Committee and is chair of the Carpool Council. Larry has a B.Sc. from the City University of New York, an M.S. in Physics from the University of Chicago, and a J.D. from Rutgers University School of Law.
