Professional Bio

Paul is Director of Transport and Mobility Research and Development for SLR Consulting. He has more than 18 years’ experience in designing and delivering sustainable mobility and planning solutions for the public and private sector. He manages the company’s programme of R&D projects working with cross-sector partners from the USA, Europe, the Middle East and Africa.

He leads research into the ways new mobility services, transit, technologies and policies can affect changes in travel behaviour, reduce VMTs and unlock equity, health, economic and environmental benefits.

He integrates the Vision-Led Planning approach into the company’s transport planning services. This has successfully advanced integrated land-use planning, placemaking and sustainable mobility strategies for new and existing towns, pursuing net zero carbon objectives.

He has developed transportation planning tools to deliver vision-based schemes. A new tool calculates the trip internalisation and decarbonisation potential of masterplan designs, whereas Commuter Decarbonisation Plans help employment sites achieve sustainable mode share amongst employees.

Paul has led pioneering work on the design and enabling of mobility hubs: an innovative way of connecting new and existing communities with a network of shared and on-demand mobility services including: micro-mobility, transit, ride hailing, car sharing and electric vehicle charging.

His current projects bring forward innovative concepts in transportation including complete streets, TDM, micromobility, mobility hubs, demand responsive transport, mobility as a service, carpooling, shared mobility, automated shuttles, ground drones and electric vehicle charging infrastructure.

He designs and delivers stakeholder engagement and capacity building programmes across municipalities and companies alike.
