2025 TMA/TMO Survey Findings 

The 2025 Transportation Management Association/Transportation Management Organization (TMA/TMO) Survey is the latest in a series conducted by the Association for Commuter Transportation (ACT) TMA/TMO Council. Surveys have been completed approximately every five years since the mid-1990s. With 84 completed responses, the 2025 cycle provides the most current picture of the field’s organizations, including their structure, finances, staffing, services, and strategic orientation — against a backdrop of post-pandemic shifts in travel behavior, federal funding uncertainty, and ongoing questions about organizational identity.
