Professional Bio

Served as the University of Vermont Director for Transportation and Parking Services for 13 years. He was responsible for all campus transportation, parking, TDM programs, fleet management and maintenance, enforcement, permits sales, and lots as well as on and off campus shuttle services, and all active transportation modes. A former ACT Patriot Chapter Director, Secretary for ACT National, and three terms as an ACT board terming off at the end of 2022. He continues as the ACT Chair of the Professional Development Committee. Jim maintains positions in his community serving as commissioner for City of Burlington Department of Public Works. He is a member of the Burlington Business Association, Burlington Walk Bike Advocacy Groups and recently agreed to work with AARP on their senior bike programs and advocacy efforts.
Jim joined the university in 2005 serving initially as a supervisor with campus police services before an appointment as the interim director for Transportation and Parking Services in April of 2009. He was subsequently selected as the Director in November of that year. Prior to that, he served 23 years in the U.S. Army in various positions of leadership and management retiring as a Lieutenant Colonel. He brings a background in operational and strategic planning along with leadership management experience.
