Each year, ACT's International Conference brings TDM expertise to the industry's largest stage. For a celebration as big as our 40th Anniversary, we've prepared a keynote panel that's unlike any we've featured before!

We're thrilled to welcome Michael Carroll (Secretary of Transportation, Pennsylvania), Priya Jain (Commissioner, New Jersey Department of Transportation), and Katie Thomson (Secretary of Transportation, Maryland) as our Tuesday keynote panel speakers. Titled Three DOT Executives Walk Into a Conference…, this will be a candid conversation with three of America’s transportation executives on what they see coming next for mobility, commuting, and infrastructure. Perhaps we'll also explore what keeps them up at night.

Secretary Michael Carroll,
Secretary of Transportation, Pennsylvania

Mike Carroll was first elected to the Pennsylvania House of Representatives in 2006 and subsequently re-elected for seven additional terms, and he worked on transportation throughout his time in public office. Mike was Democratic chairman of the House Transportation Committee from 2018 through 2022.

In 2010, Mike was awarded the Boy Scouts of America Minsi Trails Council Distinguished Citizen Award for his work to rehabilitate the Stillwater Dam in Tobyhanna Township. In 2014, he was awarded the Jean Yates Award from the Pittston Memorial Library Board of Trustees based on his dedication and service to the library and the Joseph Battisto Award for his legislative service to the citizens of Monroe County. Commissioner, New Jersey Department of Transportation

Priya Jain was appointed Commissioner of the New Jersey Department of Transportation by Governor Mikie Sherrill on March 30, 2026.

Acting Commissioner Jain brings more than three decades of experience leading major and complex transportation and infrastructure programs. She began her career as a civil and

environmental engineer and has worked at the intersection of engineering, policy, and program management to support public agencies in advancing complex capital projects.

Secretary Katie Thomson
Secretary of Transportation, Maryland

Governor Wes Moore appointed Kathryn “Katie” Thomson as secretary of the Maryland Department of Transportation on December 18, 2025.

Secretary Thomson brings more than 30 years of experience in transportation, aviation, energy, and sustainability law, policy, and operations to the role. She most recently served as deputy administrator of the Federal Aviation Administration, where she acted as chief operating officer for an organization of more than 45,000 employees. In that role, she oversaw a $20 billion annual budget and led initiatives to enhance safety oversight, modernize national airspace infrastructure, and strengthen workforce pipelines.
