Adopting, implementing, and administering TDM Ordinances requires forward-thinking, cooperation, and attention to detail. The Evolution of TDM Ordinances will feature four panelists working for cities at different stages of TDM Ordinance adoption.
Panelists will provide context to the unique characteristics of their city, share insights on how their community landed on a TDM Ordinance as a policy solution, and detail vital components of their city’s intended or implemented TDM Ordinance. You’ll hear from TDM professionals in four different stages of development and implementation, from just getting started to an established ordinance in place for more than two decades.

Chris is Toole Design Group’s TDM Practice Lead. He has more than 18 years of professional planning experience in the fields of transportation and community planning, mixed-use and institutional development, place management, and strategic planning. Chris is a TDM Certified Professional (TDM-CP) and has worked with dozens of communities across the United States to evaluate, plan and launch transportation programs, services and capital projects.
Ernie Francestine
TDM Coordinator, City of Pittsburgh, PA
Ernie is a Pittsburgh-based TDM professional with more than eight years of experience advancing urban mobility. He plays a pivotal role in shaping public policy and implementing critical safety improvements across the city’s landscape. Dedicated to creating a more accessible and efficient infrastructure, Ernie excels at bridging the gap between strategic planning and community safety. His work fosters sustainable, data driven transportation solutions that improve the quality of life and travel for all City residents.
Brian Hansen
Development Coordinator, City of Bloomington, MN
Brian Hansen is the Development Coordinator for the City of Bloomington, Minn. He has been with the city for 20 years. As Development Coordinator, he is also the administrator of the Bloomington’s TDM program.
Trey Reinhardt
Transportation Planner, City of Grand Rapids, MI
Trey Reinhardt is a Transportation Planner with the City of Grand Rapids, Mich., Mobile GR Department. In his role, Trey supports the advancement of the City’s mobility programs and policies to create a safer, more accessible transportation system for all. He holds a Bachelor of Science Degree from Northern Michigan University in Environmental Studies and Sustainability, and a Graduate Certificate in Urban & Regional Planning from the University of Texas El Paso.
Trent Schultz

Transportation Demand Management Coordinator, City of Madison, WI
Trent is the Transportation Demand Management Coordinator for the City of Madison, Wisc. He has been with the City of Madison for over seven years, with nearly five years of experience as a Zoning Inspector prior to his current position. As TDM Coordinator, Trent administers the City’s TDM Ordinance and Program by reviewing development proposals, recommending ordinance amendments, and integrating TDM considerations into City projects and processes.
