E-bike and e-moto use is growing rapidly around the country, and policymakers at the state and local levels are racing to keep pace. From vehicle classifications and safety standards to where these devices can be ridden and how they're regulated, the policy landscape is evolving quickly.
Join experts from the League of American Bicyclists (invited) and the Mineta Transportation Institute for a discussion of emerging legislation and policy trends across the United States. The session will explore state legislation, local ordinances, what early evidence tells us about the effectiveness of different policy approaches, and how communities are balancing safety, access, and the growing role of electric micromobility. The conversation will also provide practical insights into what transportation professionals should be watching as e-bike and e-moto regulations continue to evolve.

Asha Weinstein Agrawal, PhD, is a nationally recognized transportation scholar whose work bridges research, policy, and professional education. She has been a faculty member at San José State University since 2002, where she is Professor of Urban Planning in the School of Planning, Policy, and Environmental Studies.
At SJSU’s Mineta Transportation Institute, Dr. Agrawal serves as a Research Associate, Education Director, and Director of MTI’s National Transportation Finance Center. In these roles, she leads research initiatives, supports transportation education, and manages an online graduate program in transportation management designed for working professionals.
For more than 30 years, Dr. Agrawal has studied active transportation planning and policy. Her research has examined e-bike safety, “rules of the road” for bicyclists and micromobility users, survey methods for measuring walking and bicycling, and the travel behavior of underserved communities.
