ACT is pleased to announce an exciting member opportunity to join a delegation of TDM professionals to the Netherlands from October 19–23, 2026.  Over five days, delegates will immerse themselves into Dutch mobility - touring landmark infrastructure, meeting planners and advocates, and experiencing firsthand what a mobility culture looks like when sustainable mobility options are the default, not the exception.

The Netherlands has spent decades building a mobility culture that the rest of the world studies and this delegation puts you inside it. Delegates will connect directly with the policy makers, planners, employers, cycling advocates, transit authorities, property owners and urban designers who have made the Dutch approach to TDM a global benchmark.

Whether you work in employer mobility, transit planning, event transportation, or urban TDM policy, you'll return with ideas, contacts, and frameworks you can apply immediately.

Participants will explore strategies and practices including:

  • Employer engagement and corporate sustainable mobility 
  • Cycling infrastructure and behavior change initiatives
  • Transit-oriented development and regional transit planning
  • Car-lite urban street design and neighborhood transformation
  • Event-scale TDM for major venues and city-wide gatherings
  • National TDM and  policy

Attendees will be encouraged to share key takeaways with the broader ACT membership following the trip, including contributions to ACT programming, publications, and chapter events.

Monday, October 19 — Welcome to the Netherlands

Location: Utrecht

After a welcome lunch and introductions, delegates meet with a leading organization coordinating corporate engagement on sustainable mobility in the Netherlands, followed by a site visit to a major employer to see how those commitments translate into programs, infrastructure, and culture on the ground.  An evening reception will connect delegates with local stakeholders and TDM professionals. 


Tuesday, October 20 — Cycling, Behavior Change, and Integrated Mobility

Location: Utrecht

A deep dive into one of the world's most celebrated cycling cities. Delegates will meet with the Dutch Cycling Embassy for briefings on behavior change, employer engagement, incentive structures, and intermodal travel, and sit down with Dutch National Railways to explore how the country's rail network is actively partnering with employers to shift commuter behavior at scale. The day is complemented by a guided cycling tour through the city's commuter network and public transport connections — putting the lessons of the morning directly underfoot.


Wednesday, October 21 — People Over Cars

Location: Delft

The group will travel by train to Delft, a city that has systematically rebuilt itself around people rather than vehicles. Delegates will visit a landmark transit-oriented development, hear from city planners on decades of car network transformation, and take to the streets — on foot and by bike — to experience the results firsthand, including the birthplace of the global shared street movement.


Thursday, October 22 —  Transit, Streets, and the Employer District

Location: Amsterdam

Amsterdam's day spans three interlocking themes: regional transit planning and MaaS integration, inner-city street transformation and the city's formal car-reduction strategy, and transit oriented development within  one of Europe's most dynamic business corridors. The day closes with an evening gathering bringing together voices from urban research, cycling advocacy, and metropolitan planning.


Friday, October 23 — TDM and Major Events

Location: Amsterdam

The week closes with event-scale TDM. Delegates will tour the Amsterdam Arena district — home to multiple major venues capable of drawing up to 80,000 attendees — and meet on-site with representatives from additional major events including an internationally renowned motorsport circuit and SAIL Amsterdam, one of the world's largest free public festivals.

The Delegation will be based in Utrecht for the duration of the trip. ACT is working to secure a hotel block, and information will be shared once available.

Delegation Details

Hotel Details: 

  • Hotel Info: The Delegation will be based in Utrecht for the duration of the trip. ACT is working to secure a hotel block, and information will be shared once available.

Participation Fee:

Fee includes hosted events, meetings, site visits, bike rentals, evening networking socials, identified meals, and some local ground transportation during the program. International flights, hotel accommodations, and some meals are the responsibility of participants.

Cancellations: Cancellations received on or before September 1, 2026 will receive a 50% refund of the registration fee. No refunds will be issued for cancellations received after September 1. 

Netherlands Entry Requirements: U.S. citizens do not currently require a visa for short stays in the Netherlands. Delegates are responsible for ensuring their travel documents are current and valid. ACT will communicate any relevant entry requirement updates as the trip date approaches.
