Asha Weinstein Agrawal, PhD, is a nationally recognized transportation scholar whose work bridges research, policy, and professional education. She has been a faculty member at San José State University since 2002, where she is Professor of Urban Planning in the School of Planning, Policy, and Environmental Studies.
At SJSU’s Mineta Transportation Institute, Dr. Agrawal serves as a Research Associate, Education Director, and Director of MTI’s National Transportation Finance Center. In these roles, she leads research initiatives, supports transportation education, and manages an online graduate program in transportation management designed for working professionals.
For more than 30 years, Dr. Agrawal has studied active transportation planning and policy. Her research has examined e-bike safety, “rules of the road” for bicyclists and micromobility users, survey methods for measuring walking and bicycling, and the travel behavior of underserved communities.

Ken McLeod leads policy initiatives to improve bicyclist safety, manages the Bicycle Friendly State program and data.bikeleague.org, and provides technical assistance to people and groups working on state and local initiatives. His goals are to promote policies that take advantage of one of the best technologies ever invented – the bicycle, contribute to a thriving bicycle advocacy community, and help people see the future where a Bicycle Friendly America exists for everyone. Ken joined the League in 2012 after graduating from William & Mary Law School and he is a licensed attorney in the state of Virginia. He has a bachelor’s degree from Pomona College in Claremont, CA.
When he’s not at The League, you can find him serving as a founding board member of PedalSafe Roanoke, doing projects around his 100-year-old house, and climbing the Blue Ridge Mountains on his bike.
