The importance of booking your room in ACT's block 

To ensure ACT meets its contracted agreement with the hotel, we request all attendees utilize the discounted room block we have negotiated as part of hosting the event in New Orleans. ACT takes a financial risk when securing rooms for our attendees. Registrants reserving rooms at other hotels increase this risk, which could result in penalties for ACT along with fewer available rooms and higher room and registration rates in the future. In addition, holding rooms and canceling just prior to the start date impacts our contractual obligations as well. Make it easy on yourself and stay right where the event is taking place!

ACT will never call you about booking a hotel reservation. If you receive a call, even if it appears to be from someone on our Board of Directors, please disregard it and inform staff immediately.

Group will meet at 10:15 a.m. in hotel lobby. Group will walk over to boat for 10:45 a.m. boarding

Experience a spirit of adventure aboard the newest vessel to the French Quarter riverfront, the Steamboat NATCHEZ as she takes you on a journey down the mighty Mississippi.  See captivating views of the French Quarter fade into the distance as the joyful tunes of traditional jazz carries you down the river.  Stroll the multiple decks, explore the beautiful refinished interiors and savor the leisurely two-hour cruise that will give you panoramic views of the Mississippi River and the many unique sites along the way, with live narration.

Cruising on the Steamboat NATCHEZ includes Steam Engine Room visitation, calliope, live jazz, and optional Creole food and local beverages.

Join us as we CRUISE the beautiful bayous with towering cypress trees covered with the iconic Spanish moss from the comfort of one of our covered swamp tour boats.

This tour is both highly informative and relaxing, with both seating, shade, and education! Sit back and relax as your local guide educates you on the critters and swamp ecosystem while pointing them out as you go. Many of our captains pack snacks for the gators, so if you’re lucky you just may get to feed some!

Creole Odyssey – Mid-City Bicycle Tour (7.5 miles)

Embarking from the historic core of the city, the Creole Odyssey traces the city's expansion into its surrounding bayous. Enjoy an extended ride under the shade of regal Live Oak trees as we journey down the opulent Esplanade Ridge. After visiting St. Louis Cemetery #3, you will cruise past swampy vistas in City Park, our largest public park. You'll traverse Bayou St. John, a historic waterway that was used by Native Americans and French settlers alike, and learn why it was so instrumental in our city's founding.

Explore New Orleans the fun and eco-friendly way on a small-group bike tour that winds through the Big Easy’s oldest and most distinctive neighborhoods. Cycle along a flat and leisurely route from the famous French Quarter to less-visited neighborhoods like Esplanade Ridge, City Park, and Bayou St. John, learning about the city’s rich history and modern culture along the way.

Starting at the Sheraton Hotel, Canal Street

Get ready to explore New Orleans like never before! ACT invites you to an exciting City Scavenger Hunt designed to connect you with fellow attendees, spark your competitive spirit, and uncover the magic of the Crescent City — all while keeping costs low and the good times rolling.

How It Works:

  • Cost will cover your RTA pass and staff efforts
  • Meet at 2:00 PM at the Sheraton Hotel on Canal Street for kickoff.
  • Form teams of 4–6 on-site (don't worry, we'll help form teams onsite).
  • Bring a smartphone — at least one person per team needs Instagram installed!
  • Receive a special team Instagram account to post your scavenger hunt selfies and complete challenges for points.
  • Two action-packed rounds, surprise bonus challenges, and lots of opportunities to earn points by snapping selfies with local landmarks, foods, performers, and more!

Wednesday, August 6 

Tulane University (www.tulane.edu) welcomes ACT Conference attendees to a guided walking and driving tour of its uptown and downtown campuses. The tour will highlight Tulane’s transportation operations, including fixed shuttle routes, on-demand services, our motor pool and RIDES programs, fleet management, hurricane evacuation protocols, driver ergonomics, and technology partners. This portion of the tour will end around 2:30pm. If you need to head to the airport, you can do so then, 

If you can continue, the tour will also explore notable neighborhoods such as the Garden District, Audubon Park, City Park, Bayou St. John, Faubourg Marigny, the French Quarter, and the Central Business District before returning attendees to the hotel. This interactive experience encourages participants to share insights on their transit operations to foster mutual learning.

Bus will begin boarding at 12:45 p.m. from the hotel. Tour length, 1-4 p.m. Return to the hotel at 4 p.m.

Delve into the stories behind the oldest neighborhood in New Orleans during a French Quarter walking tour. Take in famous landmarks including Jackson Square, St. Louis Cathedral, and the Mississippi River, along with lesser-known places of interest. Hear from your guide about the architecture and heritage of the district, and get the inside scoop on recommended places for shopping and dining as well.

Group will meet in the lobby at 12:40 and walk over to tour starting spot

Meet your guide in the heart of the French Quarter to embark on your three-hour walking tour of world-class restaurants and foodie venues. Wander the lively streets of the French Quarter and get an insider's look at the kitchens often seen on food shows and featured in cookbooks. Let your guide know the restaurants you're interested in checking out or perhaps ask your guide to recommend a personal favorite. Indulge in food tastings during your tour. You may have a classic gumbo as a seafood treasure, boudin beignets and other authentic nibbles.

Popular New Orleans' cocktails are available for purchase like the distinctive Pimms Cup with a ' twist. Pimms originated in England, but the Pimms Cup cocktail was dreamed up in New Orleans. Your tastings are all included in the price of your tour and many feel these tastings add up to a meal's worth of food. There's a moderate amount of walking involved as you move from one exceptional restaurant to the next, so it's easy to work off the calories!

Many TDM practitioners have many bright ideas, but due to limited funding, only a fraction of those ideas get implemented or none. How about supplemental funding from grants? The problem is limited skills on writing effective grants. Grant writing is a skill that must be learned and practiced. In this hands-on workshop, participants will develop draft grant proposals based on actual TDM-related calls they or trainers have identified. Working in groups, participants will be helped to draft the proposal to be completed later for submission. Technical support will be offered during and after the workshop.

A tentative session will run as follows:

  • 20 minutes – Introduction to Grant Writing
  • 30 minutes – Review of Sample Grant Proposals
  • 20 minutes – Deriving Emerging Components of Grant Proposals
  • 60 Minutes – Group Drafting of Respective Grant Proposals

      New Orleans knows a thing or two about resilience!  From rising tides to rising commute times, the region is facing the future head-on.  Join top leaders from New Orleans’ transportation and planning agencies for a dynamic, interactive session exploring how the region is building resilience while advancing Transportation Demand Management (TDM) strategies. Panelists will discuss how the city continues to implement sustainable and equitable transportation solutions in the face of significant environmental challenges.

      On May 7, 2018, LaToya Cantrell made history as the first woman elected as Mayor of New Orleans in its 300-year history. Mayor Cantrell was inaugurated for a second term on January 10, 2022, continuing her commitment to building a safer, stronger, and more equitable City. 

      During her first term, Mayor Cantrell successfully led negotiations to pass the Fair Share agreement, securing $200 million over five years for infrastructure improvements. She also spearheaded efforts to gain voter approval for a Short-Term Rental Visitors Tax and a $500 million Bond Authorization to kickstart major infrastructure improvements. In 2020, she played a crucial role in the City’s navigation of the COVID-19 pandemic, prioritizing public health and safety while working to stabilize the economy.  

      Under the Mayor’s leadership, the City of New Orleans made historic progress in kickstarting the revitalization of the former Six Flags site in New Orleans East, selecting a developer to transform the long-dormant property into an economic engine for the region. The Cantrell Administration has remained focused on leveraging City-owned assets to create jobs, attract investment, and enhance economic opportunities for residents. 

      Now in her second term, Mayor Cantrell remains focused on key priorities, including public safety, infrastructure improvements, and affordable housing. She has expanded crime reduction efforts, launched major roadwork and flood mitigation projects, implemented the unprecedented installation of more than 80,000 Sewerage and Water Board Smart Meters and broke ground on the Power Complex as the Board’s President, to address localized flooding and enhance overall water management, and increased investments in housing and homeownership programs. Her administration continues to support local businesses, grow the cultural economy, and push forward climate resilience initiatives. Additionally, Mayor Cantrell successfully led the City’s preparations for Super Bowl LIX in 2025, reinforcing New Orleans’ status as a premier destination for major events. 

      With a commitment to equity and sustainability, Mayor Cantrell is driving lasting progress to improve the quality of life for all New Orleanians. 


      Lona Hankins serves as the Authority’s chief executive officer. Previously, she served as the RTA's chief of infrastructure and long-term planning. In that position, Lona oversaw the development and execution of capital assets and the implementation of infrastructure improvement projects across all modes of the Authority’s transit operations and administration.

      In her over 30 years of work experience in the industrial and public sector, Lona has spearheaded the rebuilding of New Orleans schools during the aftermath of Hurricane Katrina. Previously serving as the director of major capital projects for the Recovery School District (RSD), Lona completed over $2.0 billion in projects across 40 school campuses for the children of New Orleans.


      Camille Manning-Broome

      President and CEO, Center for Planning Excellence (CPEX) 

      Camille Manning-Broome is the President and CEO of the Center for Planning Excellence, where her leadership and expertise on climate adaptation, people-first infrastructure, and resident-led community planning has been sought out from peers across the globe. She leads a dynamic and multi-disciplinary team that has delivered land use plans to over 75 communities across Louisiana and partnered with all scales of government to adopt policies that realize communities’ vision for strategic policy development and land use decision making.

      After the Hurricanes Katrina and Rita in 2005, Camille was among the first land use planners on the ground working across 36 local governments to develop the Louisiana Speaks recovery plans. She served as Deputy Director of Operations for FEMA’s Long-Term Community Recovery and was later recruited to the Shaw Group to develop a planning department, where she also co-authored Louisiana’s first Coastal Master Plan. She has been published in a number of scientific journals and national publications, and has been a US delegate on Congressional trips to the Netherlands, Japan, Scotland, Germany, and the United Kingdom. 


      Greg Nichols

      Deputy Chief Resilience Officer, Office of Resilience and Sustainability, City of New Orleans

      Greg Nichols leads the Office of Resilience and Sustainability for the City of New Orleans, where he coordinates the strategy, funding and implementation of the Resilient New Orleans and Climate Action Plans. Those plans include strategies to reduce the City’s greenhouse gas emissions from energy use, transportation, and waste, as well as improve the City’s ability to withstand our changing climate in order to build a stronger, more inclusive, and resilient city. 

      In a previous role managing public facilities for the City, Greg led the implementation of 39 energy efficiency projects which reduced energy use in City buildings by 23% over a three-year period and is working to broaden that success to the City’s overall climate mitigation and adaptation efforts.


      Ian Todreas

      US Head of Sustainability Solutions,

      SLR Consulting

      Ian Todreas is the US Head of Sustainability Solutions for SLR Consulting, an international sustainability consulting firm. Ian has a long history in TDM and supporting ACT. He has published research on the prevalence and efficacy of guaranteed ride home programs, been nationally recognized by the Transportation Research Board for his work linking commuter benefit programs to climate change mitigation, and pioneered a new methodology to prioritize, measure, and manage TDM policies and programs to meet aggressive and long-term climate action goals.

      A frequently sought-after facilitator for high level strategic planning, scenario planning, and team building engagements, Ian brings kindness, good humor (and sometimes bad jokes), a passion for climate action, environmental protection, and car-submissive living to all his work. He is also a budding portrait artist (both people and canines) and art history buff. Ian holds a degree from Brown University in European History and a degree from Johns Hopkins University in International Affairs.

      Shailen Bhatt, Senior Vice President and Chief Operating Officer (United States, Latin America, and Minerals & Metals), AtkinsRéalis

      Shailen Bhatt is a Senior Vice President and the Chief Operating Officer for AtkinsRéalis in the United States, Latin America and the company’s Minerals & Metals business.

      Shailen’s professional history is unparalleled having previously served as the Administrator for the Federal Highway Administration providing strategic executive leadership for all agency initiatives. He has helped deliver billions of dollars of projects across the country and has become a global voice for innovation in transportation. During his career he has worked on every mode of transportation including transit, aviation, and active transportation. He is a former CEO of ITS America, a member of the ITS World Congress Hall of Fame and recently received the ITS World Congress Lifetime Achievement Award for his tireless dedication to transportation technology that engineer a better future for our planet and its people. Shailen has held leadership positions with Colorado Department of Transportation, Delaware Department of Transportation and the Kentucky Transportation Cabinet as well as in the private sector. He graduated summa cum laude at Western Kentucky University. When he is not working he loves to play hockey and go for bike rides with his wife and two daughters.

      Recommended attire is business casual. You may want to bring a layer as hotels can get chilly when the AC is on.

      All speakers will receive a registration discount code from ACT Staff. If you are only planning to attend your session and not any other parts of the conference, please contact ACT Staff directly.
      ACT will provide laptops, projectors, screens, remotes and a podium with a microphone in each breakout session room. All our speakers need to do is bring their presentation on a flash drive and save them to the desktop folder prior to or immediately after the session
