Programs Manager, Contra Costa Transportation Authority

The Programs Manager must have demonstrated ability and expertise in the development and administration of accessibility and equity programs, program management, and grants and contracts administration. This is a management classification that manages, organizes, participates in, and oversees day-to-day activities, including those performed by contractors and consultants, related to accessibility and equity initiatives, contracts administration, program analyses and reporting activities.

This position performs diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent is responsible for providing professional-level support to the Director, Programs in a variety of areas. Successful performance of the work requires an extensive professional background, as well as skill, and hands-on experience, in developing, managing, and coordinating accessibility and equity initiatives and programs. Operations experience is desirable.


The Programs Manager is required to have in-depth knowledge and experience in the following areas:

  • Understands the needs of riders, work across systems, and are able to align existing and sometimes competing programs.
  • Understand the unique transportation challenges based by persons with disabilities, older adults, veterans, transitioning youth, low-income individuals, and other vulnerable populations.
  • Responsibilities, requirements, and protocol associated with working for a public agency and an elected board.
  • Daily functions, operations and activities of accessibility and equity programs, including workplan and contract development, management, and administration.
  • Development and implementation of goals, objectives, policies, and priorities for accessibility and equity programs including developing and monitoring program budgets.
  • Development of standardized procedures and methods to improve and continuously monitor the efficiency and effectiveness of activities related to accessibility and equity programs.
  • Evaluation of service delivery methods and procedures; and assessment of workload and administrative support systems to identify opportunities for improvement.
  • Ability to draft public agency reports, prepare proposed public policies for Authority consideration, and apply program management principles in everyday practice.
  • Provide highly complex staff assistance to Executive Management; presents reports and makes presentations to various commissions, committees, vendors, contractors, and the Authority Board.
  • Understanding of assistive technologies, trip planning mobile application knowledge, human service eligibility, technology procurement, and transit data standards.
  • Possess working knowledge of the Americans with Disabilities Act of 1990 (ADA) related to accessible mobility services and complementary paratransit services, as well as knowledge of conventional public transit funding, reporting, operations, etc.
  • Possess working knowledge of non-ADA accessible transportation services and mobility barriers to older adults, persons with disabilities and veterans such as door-though-door services, volunteer driver programs, information, and referral, etc.
  • Possess knowledge of Federal, State and Regional programs related to equity such as Justice40, CalEnviroScreen, Disadvantaged Communities, Equity Priority Communities, etc.
  • Experience in interacting with stakeholders and customers from a diverse background in socio-economic status and varying physical and cognitive ability/limitations.

Education and/or Experience

  • BA/BS degree in public policy, urban planning, transportation planning, business or public administration, or a closely related field from an accredited college or university.
  • Five (5) years of professional experience in transportation and operations, as a general government or project manager/program manager or as a high-level staff analyst, involved with transportation or human service grants and initiatives.
