Member spotlight: Shontay Rose-Bell

Shontay is a Senior Project Manager at Odonnell Company, where she leads integrated marketing campaigns for public sector clients, with a focus on Transportation Demand Management and behavior change. She's also co-chair of ACT’s 2025 International Conference and serves as Secretary of the ACT's SEACT Chapter. With 10+ years of experience in strategic communications and public engagement, she is passionate about helping programs connect with their communities in meaningful ways.


What brought you to TDM and how did you get involved in the field?

My path into TDM came through marketing and advertising. Supporting campaigns that empower people to rethink how they move, while positively impacting health, equity, and the environment just pulled me in. I’ve been hooked ever since.


Why did you get involved in ACT?

I joined ACT to learn from others in the industry and immediately found a community of collaborators and changemakers. ACT not only deepened my knowledge, it gave me opportunities to contribute, lead, and help shape the future of TDM.


What has been the most memorable moment of your experience in ACT?

It’s hard to choose just one! Co-chairing the 2025 ACT International Conference has been an incredibly meaningful leadership opportunity. It’s rewarding to help design an experience that brings together so many dedicated professionals. Also, being named a 40 Under 40 honoree was a proud, affirming moment. But I’ll never forget participating in the 2024 ImpACT Leadership program, especially braving a downpour in Anaheim during a Disney themed transit scavenger hunt. Racing through the park in ponchos to locate rails and ferries made for an unforgettable (and very on-brand) bonding experience.


What would you tell someone thinking about becoming a member of ACT?

Join. You’ll gain more than a professional network; you’ll gain partners, mentors, and friends. ACT helps you grow in your career while staying grounded in the mission of making our communities more connected and sustainable.


What do you see as future opportunities and/or challenges for TDM?

The future of TDM hinges on our ability to meet people where they are digitally, culturally, and behaviorally. We have a major opportunity to modernize how we engage with diverse audiences and reframe TDM as essential to quality of life, not just commuting. The challenge lies in maintaining relevance amid rapidly changing tech, work habits, and transportation trends. But with creativity, data, and community trust, we can shift behavior at scale and build more sustainable, equitable systems.
