Their passion, influence, and leadership have transformed the industry and enriched the lives of countless colleagues and communities.
Please join us in celebrating Stacy Bartels, Abigail Cooksey-Williams, Carol Cooper, and Larry Robinson as they are inducted into the TDM Hall of Fame! These remarkable individuals will be officially recognized during the ACT National Awards at the upcoming 39th Annual International Conference in New Orleans. Stacy Bartels
For more than 30 years, Stacy Bartels has positioned herself as a pioneering force in TDM across the Greater Philadelphia region. At the Delaware Valley Regional Planning Commission, she has developed programs that not only serve local communities, but also set the gold standard nationwide. Her exceptional leadership, strategic insight, and ability to deliver impactful TDM solutions have expanded access to reliable transportation for thousands.
Widely respected across ACT and the broader transportation field, she is celebrated for her innovative approach and the remarkably high standard she sets. Her work has sparked influential partnerships, earned prestigious awards, and inspired a new generation of professionals committed to advancing the future of transportation.
On her induction to the TDM Hall of Fame, Stacy says, "After kind of falling into transportation and TDM through my marketing background, it just stuck. Thirty-some years later and the work we all do together is still relevant and making a difference, and I've been privileged to work with very dedicated, progressive and empathetic people. The Hall of Fame is the professional pinnacle for me and I'm grateful beyond words."
Abigail Cooksey-Williams
Since stepping into the TDM field in 1993, Abigail Cooksey-Williams has been a cornerstone of progress, shaping the transportation landscape in Arizona and far beyond. Her influence is exceptional, and from her efforts to launch Operation Ozone to helping Arizona pass its EPA pollution goals, its effects will be felt for years to come.
Abigail's legacy is also defined by her deep engagement with ACT. From serving on the national board to chapter boards, earning awards for Best Overall program, and so much more, she has left her mark throughout the association. A dedicated mentor and strategic thinker, she has played a key role in nurturing those new to the profession and advancing the field with clarity and purpose.
On her induction to the TDM Hall of Fame, Abigail says, "Being inducted into the TDM Hall of Fame is an incredible honor that reflects years of meaningful work alongside a dedicated network of transportation professionals. For me, TDM has always been about more than moving people—it’s about building stronger communities, creating opportunity, and improving lives through practical, people-first solutions. I’m especially grateful to Maricopa County, the Maricopa Association of Governments, and the Arizona Department of Environmental Quality—this work wouldn’t be possible without their support. Thank you to ACT and my TDM village for the inspiration, encouragement, and shared purpose. I’m truly honored.”
Carol Cooper
Carol Cooper has long been a vital part of the TDM field, leading with clear vision and a deep commitment to equity and innovation. From launching the award-winning In Motion program to championing on-demand service like Metro Flex, her work has redefined what responsive, community-focused transportation can look like. Her leadership has centered those with the greatest mobility needs while fostering a powerful sense of belonging across Washington State's TDM landscape and beyond.
A founding chair of ACT's Transit Council, former At-Large Director on the national board, and former member of multiple committees, Carol has been a guiding voice in the association for years. She is known for empowering others to think bigger in their pursuit of transportation solutions that work for all.
Larry Robinson
Since 1988, Larry Robinson has championed TDM and cleaner, healthier communities across California. From his impactful work at Caltrans and Sacramento Rideshare to his leadership at the Metropolitan Air Quality Management District, he has consistently led efforts to reduce emissions and advance environmental justice. His influence is central to the region's sustainability efforts, where his dedication has delivered meaningful change.
A pillar of ACT since its early days, Larry served as the founding President of the Sacramento Valley Chapter in 1989, led it again for nearly a decade, and also shared his expertise on ACT's Board. Known for his sharp policy expertise and compelling advocacy, he is a sought-after speaker and mentor for established and new TDM professionals alike.
