Position Overview

Clark Communications is seeking a full-time Senior Transportation Demand Management (TDM) & Outreach Specialist to support commuter services, employer engagement, residential outreach, sustainable transportation, and community outreach programs throughout the Washington, DC metropolitan region.

This hands-on position combines TDM expertise, relationship-building, outreach, program coordination, communications, and client service.

The successful candidate will work with public-sector clients, project partners, employers, property managers, commuters, residents, and community organizations to promote transit, carpooling, vanpooling, bicycling, walking, telework, and other alternatives to driving alone.

We are looking for someone who understands TDM and commuter services, enjoys working directly with people, and can move comfortably between outreach, program coordination, communications, reporting, and client interaction.


Key Responsibilities
  • Support implementation of TDM, commuter services, employer engagement, residential outreach, and community outreach programs.
  • Develop and implement outreach strategies for employers, employees, commuters, residents, property managers, and community organizations.
  • Conduct employer outreach and help businesses promote commuter benefits and sustainable transportation options.
  • Conduct residential outreach involving multifamily communities, property managers, residents, and neighborhood stakeholders.
  • Build and maintain relationships with employers, property managers, business organizations, institutions, community groups, and transportation providers.
  • Identify opportunities for new partnerships, events, promotions, and direct engagement.
  • Coordinate and participate in employer meetings, transportation fairs, residential outreach activities, presentations, workshops, and community events.
  • Represent Clark Communications and our clients professionally at meetings and events.
  • Serve as a knowledgeable resource on TDM, commuter services, transportation benefits, and sustainable transportation options.
  • Work with Clark’s creative, communications, and digital teams to develop campaigns, email communications, presentations, social media content, outreach materials, and commuter resources.
  • Maintain accurate records of outreach activities, contacts, meetings, commitments, and follow-up.
  • Maintain and update CRM and contact-management systems.
  • Track program participation, outreach activity, partnerships, and performance measures.
  • Prepare or contribute to monthly reports, work plans, client updates, presentations, and program documentation.
  • Coordinate closely with Clark project managers, outreach staff, transportation consultants, technical partners, and client representatives.
  • Assist with coordination of outreach staff and program activities as needed.
  • Monitor deadlines, deliverables, and follow-up to support high-quality, timely program delivery.

Qualifications
Required
  • Approximately 5+ years of relevant professional experience in TDM, commuter services, transportation outreach, sustainable transportation, employer engagement, public engagement, or a related field.
    Demonstrated experience with TDM, commuter services, employer transportation programs, sustainable transportation, or behavior-change initiatives.
  • Experience conducting employer, residential, commuter, business, or community outreach.
  • Strong relationship-building and interpersonal skills.
  • Ability to engage professionally with employers, property managers, public agencies, community organizations, clients, and the public.
  • Excellent written, verbal, and presentation skills.
  • Strong organizational and project-coordination skills.
  • Experience developing or coordinating marketing, email, social media, presentation, or outreach content.
  • Ability to work effectively both independently and as part of a multidisciplinary team.
  • Proficiency with Microsoft 365.
  • Ability and willingness to conduct regular in-person outreach and attend meetings and events throughout the region.
  • Valid driver’s license and reliable transportation.
Preferred
  • Bachelor’s degree in transportation planning, urban planning, communications, marketing, public relations, business, public administration, sustainability, or a related field.
  • Experience working directly on a TDM or commuter services program.
  • Experience with employer commuter benefits, Transportation Management Plans, or workplace transportation programs.
  • Experience with residential or multifamily TDM outreach.
  • Experience working with public agencies, transportation agencies, or government clients.
  • Experience with CRM platforms such as Salesforce, OneCommute, HubSpot, or similar systems.
  • Experience tracking program performance and preparing reports.
  • Familiarity with transit, bicycle and pedestrian programs, active transportation, or other sustainable transportation initiatives.
  • Familiarity with transportation programs in Washington, DC, Northern Virginia, and suburban Maryland.
  • TDM-CP certification is a plus.
  • Spanish or other multilingual capabilities are a plus.


What We’re Looking For

This is not solely a desk-based marketing or planning position.

We’re looking for someone who genuinely enjoys engaging with people and building relationships. The successful candidate should be comfortable walking into a business, meeting with an employer or property manager, talking with commuters or residents at an event, developing a new partnership, participating in a client meeting, and then returning to their desk to update the CRM, coordinate follow-up, prepare communications, and document results.

The ideal candidate is proactive, personable, dependable, highly organized, and comfortable taking ownership. They enjoy solving problems, identifying opportunities, and collaborating with project managers, outreach professionals, communications strategists, designers, digital specialists, and transportation consultants.


Work Environment

This is a full-time, hybrid position requiring a combination of remote and office work along with regular in-person employer, residential, client, and community outreach throughout the Washington metropolitan region.

Candidates must live in or within reasonable commuting distance of the Washington, DC metropolitan area.

Some assignments may require occasional early-morning, evening, or weekend meetings or events.


Compensation & Benefits

Salary starts at $80,000+ and increases based on experience, qualifications, and level of TDM expertise.
