Introducing the 2026 TDM Hall of Fame inductees

The TDM Hall of Fame honors industry pioneers who have built the foundation of our field and made major contributions to what ACT has become today. This distinguished group has pushed the industry forward, elevated its voice in policy conversations, and left a lasting mark on communities across the country. Their passion and vision have reshaped the work we do today and touched the lives of many.

This year we are celebrating four remarkable leaders: Dan Bower, Andrea Leary, Jim Lightbody, and Peter Quinn as they are inducted into the TDM Hall of Fame! Each has left an indelible mark on our profession, and their induction is a chance for all of us to reflect on just how far the industry has progressed and who helped us get there. 

Please join us in celebrating their induction during the ACT National Awards at the upcoming 40th Annual International Conference in Philadelphia.


Dan Bower

Throughout his 46-year career in transit and TDM, Dan Bower has been a large contributor to the success of the industry and the professionals within it. Since the 1980s, his work pioneering TDM software has rippled through the field and set the bar high. Whether it be building a system to address air quality issues (particularly in Southern California), developing software to support vanpool program management, or any of his other impactful projects, Dan has continued to leverage technology to improve people's quality of life. His contributions to the vanpool industry are especially notable. Software developed by him and his team is used by about 30 agencies, representing over 30% of vanpools reported to the NTD program annually.

Dan has been an ACT member since 1992 and has attended 33 consecutive International Conferences. He is so committed to TDM that it extends to his volunteer service as well. Since 1974, he has volunteered with the Pennsylvania Trolley Museum, where he now serves as Manager of Way and Track. From the start, Dan's efforts have influenced the field and helped to tackle large technological challenges. His work continues to inspire the professionals around him and set standards in the industry.

On his induction to the TDM Hall of Fame, Dan says, "I have been involved in public transit software since 1982, and Transportation Demand Management applications specifically since 1992.  Over the years I’ve participated in numerous substantial changes in the way software is created and how it works, as well as the systems that it runs on, but throughout it all it has been paramount to provide applications that support the hard work that TDM professionals do to improve the way we travel.  I am deeply honored to be recognized for the role I have played in furthering TDM."


Andrea Leary

For over three decades, Andrea Leary has been a driving force for the TDM profession in Massachusetts and beyond. One of the founders of MassCommute, she spent sixteen years as Managing Director building the statewide coalition into a respected voice for TMAs across the Commonwealth. Her influence can be seen on TMAs throughout the state, each one expanding access to sustainable transportation and strengthening regional mobility. She went on to found her own TDM consulting firm in 1997 and later became a founding partner of Northease Consulting Group in 2018. Andrea has guided countless projects in commuter behavior, transportation planning, and TDM program development while mentoring the next generation of professionals in the field.

Beyond these direct efforts, she has left a lasting mark on policy and professional standards. She was central to securing public funding for TDM programs in Massachusetts, from early CMAQ initiatives to today's MassDOT TMA grant funding. She was also among the first to become a TDM-CP and later served on the Certification Board of Trustees (CBOT). Through decades as a mentor, advocate, and innovator, she has strengthened organizations and improved mobility for communities across her state and beyond.

On her induction to the TDM Hall of Fame, Andrea says, “I am so honored to be inducted into the TDM Hall of Fame. It is a great privilege to be in the company of the many TDM pioneers who have come before me.  I consider this honor to be the cap stone to my career and would like to thank those who nominated me and who voted for me to receive this award.”


Jim Lightbody 

James "Jim" Lightbody has been part of ACT's history from its very start. Since its formation in 1986, his impact can be felt on the organization and the individuals within it. Throughout his career, he's held many diverse roles, first serving as Planning Manager, then Deputy Director of VTA. In 2006, he joined the National Transit Institute as Lead Instructor, and later served as Principal of Lightbody Consulting and Senior Consultant at AECOM. He is known for his unique way of respectfully and professionally bridging the complexity between public and private needs.

Over the past decade and a half, he has served as a collaborator on key initiatives including the Mountain View Community Shuttle, Charleston stop/bus lanes corridor, the North Bayshore Master Planning work, and others. His efforts have established him as a trusted partner and liaison who has pioneered integrated TDM strategies. Jim leads by example and serves as an inspiration and quiet mentor to the next generation of TDM professionals.  

On his induction to the TDM Hall of Fame, Jim says, "I greatly appreciate this TDM Hall of Fame induction from ACT, an organization that I’ve supported from its foundation. In my career, I’ve helped advance successful transit, ridesharing and other commute modes and I’m glad to see ACT carrying on that mission. It’s been my pleasure to work with many dedicated organizations and individuals and to help support the next generation. Thank you for this honor."


Peter Quinn

Peter Quinn (1934-2012) is remembered as an unwavering influence, coach, and inspiration to current and rising TDM leaders. In 1990, he entered the field of TDM and went on to serve as the first Executive Director of the Greater Valley Forge Transportation Management Association (GVF). This organization, under Peter's leadership, became nationally recognized for creating effective transportation solutions in the Southeastern Pennsylvania region. Some of their most notable projects include ride-sharing programs, park-and-ride services, and innovative intercorporate shuttles.

Peter laid the groundwork for GVF's success over the past 35 years and led to accomplished projects such as community shuttle service, construction mitigation and public information, and last-mile connector shuttles. He is known for his remarkable transparency, empathy, and encouragement to his team. He was a natural entrepreneur who was eager to "get things done" for the community. His legacy can be felt in the region through improved commuting, increased access to jobs, and key infrastructure investments.
