Transportation Demand Management (TDM) Planner

Centralina Regional Council seeks a TRANSPORTATION DEMAND MANAGEMENT (TDM) PLANNER to coordinate its regional TDM program (CONNECT Centralina) for the greater Charlotte area. The TDM Planner position is a new role that works to promote sustainable transportation options in the region with the goal of improving air quality and reducing impacts on roadways. The person in this role will be a self-starter who advises partners, transportation agencies and employers on issues related to transportation/commute options, land use, energy and environment and supports public education efforts that improve the efficiency and sustainability of the transportation network in the region. The candidate should also be familiar with state and federal requirements as related to TDM.

This full-time position will initially be funded through June 30, 2026 with state funding for the TDM program. The position will be housed in Centralina’s Planning Department and will support other planning initiatives, including grant supported TDM activities, after June 2026.

Description of the Work:

Major duties and responsibilities include but are not limited to:

  • Engagement Activities. Works closely with local agencies, employers, community organizations, and stakeholders to enhance mobility and improve the overall quality of life in our metropolitan region.
  • Conducts outreach and education campaigns to raise awareness about TDM strategies among residents, businesses, and organizations.
    Collaborates with local transit agencies, municipalities, and regional partners to integrate TDM efforts into broader transportation planning.
  • Organizes workshops, events, and seminars to engage the community and promote participation in TDM initiatives.
  • Assists in the development of marketing materials to promote sustainable commute options and TDM strategies
  • Fiscal and Project Management. Understands and tracks grant requirements, budget (allocations and expenditures), and deliverables for the regional TDM program.  Project management duties may also include independent supervision of project teams and responsibility for delegation, deliverables, timelines, engagement, partnerships, communications, and client relationships.
  • Assists program managers with monitoring budget expenditures related to TDM projects and supports compliance with funding requirements.
  • Aids program managers with planning, implementing, and evaluating TDM strategies and programs aimed at encouraging the use of alternative transportation modes.
  • Technical Capabilities. Works to improve the efficiency and sustainability of the transportation network in the Centralina region.
  • Analyzes transportation data and trends to assess the effectiveness of TDM programs and make data-driven recommendations for improvements.
  • Handles complicated tasks and translating complex concepts related to aspects of the job.
  • Stays informed about best practices and emerging trends in transportation demand management and sustainable transportation.
  • Discretion and Independent Judgment. Work activities incorporate independent judgment, discretion and initiative in the performance of duties with an array of local government officials and regional stakeholders. Work is performed and evaluated through staff conferences, observation, reports, progress on projects and feedback from clients.
  • Asks the right questions, gathers relevant information and crafts tailored communications or solutions that balance and meet the needs of multiple stakeholders.
  • Manages multiple priorities simultaneously.
  • Other duties as assigned, which could include Planning Department project work related to land use, energy and environment, mobility and transportation planning (e.g., mobility hubs and transit-oriented development strategies).

Desired Knowledge, Skills and Abilities include but are not limited to:
  • Knowledge of planning, management, funding and/or oversight of transportation demand management programs.
  • Understanding of transportation systems, public transit, and sustainable mobility practices.
  • Knowledge of local, state, and federal grant application processes.
  • Knowledge of the planning field and typical local government operations and practices.
  • Excellent interpersonal and communications skills and ability to build relationships and trust at all levels with community members, government staff and representatives, and other stakeholders.
  • Strong problem solving and analytical skills.
  • Skilled in collaboration and consensus building.
  • Experience coordinating community outreach and/or education programs.
  • Ability to effectively communicate both in writing and verbally.
  • Ability to be flexible and adapt to changing circumstances.

  • Exceptional organizational, problem-solving and analytical skills.
  • Experience with data collection, report writing, and creation of presentations.
  • Ability to work independently as well as collaboratively with internal teams.
  • Knowledge of computer applications including Microsoft Office 365 Suite.
  • Experience utilizing computer technology for communication, data gathering, and reporting activities.

Minimum Experience at a Glance:

Bachelor’s degree in public administration, political science, business administration, geography, urban and regional planning, or other closely related field required with 3 to 5 years relevant work experience; or equivalent combination of education and experience. Experience with marketing and/or communications is desired. Salary is dependent on qualifications, education and experience. Applicant must possess a valid driver’s license.
